It's using relegendable keycaps from a POS keyboard. They're just double-layer keycaps and you can stick paper between the layers.

A keycap which is double-layered: the lower layer is semi-transparent blue, the top layer is entirely transparent, and there's a piece of paper with a "4" printed on it between them Some double-layer keycaps, taken apart. The bottom parts (in the top/left corner and bottom/right corner) are semi-transparent blue, and connect to the cherry mount. The top-right has the top of a top part, with a piece of paper saying 8 under it. The bottom-left has another top part, but upside down, so you can see there's a piece of paper inside it.
