I don't think you could do appeals via AP once they are already defederated, since that cuts all ties.
You could do something like a defederation warning, but maybe that's even too late, which is why I'm looking at enabling communication on reports via the notes functionality: https://github.com/mastodon/mastodon/issues/27562
