They're basically custom filters for your profile.

You set which tags you want (in Edit Profile > Featured Hashtags), and those tags will appear on your profile.

When someone browses your profile and clicks on the tag, it shows all your posts with that tag.

So, for example, an artist could have the tag "portfolio" on their art posts and a "portfolio" featured tag on their profile.
