You can follow any account regardless of server, as the servers talk to each other.
If you're wanting to follow the Local timeline of another server this isn't currently possible, though you can manually browse Local feeds by going to the server's website and clicking on "Local" or "See What's Happening".
Following Local feeds from other servers is a very requested feature. if you are comfortable using github give it a thumbs up to show there's demand for it:
