Oh, but they will c them, eventually, when there is available bandwidth. Not taking images because of limited comms is much worse than taking and keeping them locally. Say a flying rover e.g. Dragonfly (that's what it looks like), can capture and store 4000 images/day (~3TB/y), but only send to Earth 100. The rest will be absolutely necessary locally to aid flying autonomously on Titan, and Dragonfly could spot interesting subjects and send overviews to Earth for later retrieval.

The "spot interesting subjects" part is going to be a neat bit of work, which I know folks are already working on.
