Well… it is complicated. Jon (our founder) is Icelandic and the Icelandic Vivaldi office was set up first. However our headquarters are in Norway and *most* of the work on the browser (but not all of it) was done in Norway (or via individuals assigned to the Norwegian office working remotely).

The Mail/Calendar/Feeds components were largely (but again not excusively) from Iceland.

So… in summary you can make a good argument for Norway or Iceland.
