What he's doing is trying to lock-in governments to his product, a tactic used by dominant players in all markets. What governments usually do is crop the wings of such players and apply rules regulating dominant market positions and increasing competition, like it happened with the break up of AT&T (the Bell Systems monopoly) in 1982 in the US.
