Given the situation with #Bandcamp, perhaps Funkwhale might be a basis for an alternative?
(I'm not a musician so I don't know how good a fit it is for artists and bands, but hope it is useful or could be developed?)

You can also use it to host podcasts, and they do mention that artists can publish music but its more like a promotional/marketing tool. There's no ability to sell the music.
