Simply increasing the warranty in the EU to 5 years would go a long way. You don't always have to create new laws!

Considering that the market pushes to produce "things" at the lowest possible cost and producers recover lost profits with the after market or with consumables, if you don't put a limit on the cost of spare parts it will always be better to buy the good in any case new.
Let's take an LCD television for example, the television can be purchased for €200 only the LCD screen costs €150/180 in these conditions it makes no sense to repair it also considering the cost of labour.
