- vote held, fails
- the holdouts negotiate with party leadership, we'll vote for you if you give us x, y, z
- leadership says "we'll give you x and no more"
- vote held
- some people vote with leadership now because they get x
- some people are still mad because they don't have y and z and don't vote with leadership
- NEW people realize they can demand a, b, and c so vote against leadership
- vote fails
- negotiations continue
