to me it reads like: "...we (taxpayers, nda) are paying (the way) for collective inaction and disunity..."

@EU_Commission a good place for a meeting, to remind those aggressors who started WWII. Maybe Berlin would be fine too, or ruins of Moscow. Now it looks less ruins compared to the rest, because the rest gets turned into ruin to sustain life of luxury in Moscow
