There is already one nuclear reactor in Jezero, and that's what powers Perseverance; it's an RTG producing ~110W of power. But for a cement factory and for smelting ore to make steel, I don't thing it is feasible.

Reality: The best humanity can do right now (that is, NASA, at the moment) is send a Curiosity class rover to Mars.
