@eric @anna my sense is like.. most people who have been using MW for years don't even know Talk pages exist. I have told very very tech savvy friends about them and they go "_what_ pages?"

Last I checked they were basically wide open wiki pages and it would more useful to have them in a structured forum-like format. I am not sure that federating them would be nearly as useful as making them into a more structured thing.
