The Lists feature is a bit... weird 😁

It hasn't been updated in a while and it only lets you include people you follow.

I agree it's not satisfactory, but I think the development team have been giving priority to other features. (And bear in mind almost all who work on here are unpaid volunteers, so they have to do a lot of prioritising.)
