So, on one hand, you want digital infrastructure "secure against attacks from
quantum computers" (3.3.1), but at the same time "building lawful interception capabilities" (3.2.4) against your own citizens. Remember that any security holes your enforcers can use will turn out to be holes criminals can exploit too; tech experts have been telling you this repeatedly for ages.
