A problem in many FOSS projects is that the development is sort of ad-hoc.

The project started with a particular purpose, but after a while handling feature requests via the tracker becomes dominant way that determines project direction.

More of a 'product management' focus might help here (but tailored to FOSS dynamics).

Ad-hoc development - right.

And yes some product management focus helps.

It's not for every FOSS project. That's OK.

But when you're software is used by more than just you - you're no longer scratching your itch.
