Does that instance not have admins for reply moderation?
Tilvids has excellent moderation, they delete spam quickly as you can see if you look at the same videos on their own server at https://tilvids.com
However, there was a bug on the previous version of PeerTube where deletions on PT were not being federated to Mastodon. I think Tilvids needs to update to the latest version in order to solve this bug.
The peertube spam you sometimes see on Masto is the ghost of deleted spam.
