That's exactly what the Mastodon Covenant does:

All the servers listed on the JoinMastodon site (and also all those listed on my fedi.garden site) have to promise that there is more than one person with admin access.

@feditips What about a fallback plan, an obligation to have a backup set of hardware at hand to take over in case of catastrophic failure of hardware or connectivity? This shouldn’t mean that costs are doubled - backup resources could be shared among a number of instances.
