Only the real NPR would have access to insert the verification HTML code on the npr.org website. So, only the real NPR could have npr.org as a verified green link on their profile.

That's how @TexasObserver proves its identity, for example.

There's no need to complicate it any further, and no need to centralise it.

Asking a centralised third party to verify people's IDs is just handing power over to that third party, which could then be bought out by Musk etc.
