As in any software. This is no different than what companies do. No one starts a project to do just about anything.

Indeed the community needs to facilitate people with various backgrounds and skillsets other than developer.

And when arranging the process that facilitates that it also becomes clearer to define what objectives are and take time together to elaborate on them.

A problem in many FOSS projects is that the development is sort of ad-hoc.

The project started with a particular purpose, but after a while handling feature requests via the tracker becomes dominant way that determines project direction.

More of a 'product management' focus might help here (but tailored to FOSS dynamics).
