It doesn’t need be based there subject to Euro law & folks can access it through VPN so Europe can’t stop citizens using. I’m not Twitter fan but equally Europe are regulation control junkies. You might think they can restrict advertising but advertisers are multinationals and can get round it. Thank heavens my country UK dumped EU and lots of its nonsense.
