I think you are right, we have the tools and means to ensure those who wish to troll or display hate, will find we block /report them. As we also publish / share block lists I think that makes it harder to just move and easier for new instances to sync their moderation
Should help keep people safe.

I like the fact, that on here developers take the time to ask for, and listen to feedback, so we can improve the services offered.
There has been incidents where big tech has made big changes then faced a barrage of objections, forcing a u-turn. So by engging there is less risk of this.

I agree with what you are saying here, Perhaps the reasoning is to address the confusion people were reporting. Perhaps something like "you can move data to another instance at a later date" needs to be added. So people are aware they can do that.
