Each existing instance could publish itself + a few others (that it already exchanges with), so that querying any instance DNS records gives a first batch of possible servers, and then one can query those for more and so on. A web page (or multiple ones) can be build on top of this with regular pulling. This leverage the DNS as decentralized database.
