@Gargron should be opt-in, not opt-out. On the simple basis that if you do nothing, nothing changes for you. That’s the “no surprises” way.

A Quote-Boost is first & foremost a boost. So the boosted post shows first, the comment is *below* it, not above it. A footnote. Think that’ll make it less attractive to dunkers.

Even perhaps the UI is: you have to do a normal boost, *then* you get to add a comment to it.

Opt-in, as an account pref that itself defaults to off. Whatever your account default, option to flip it for individual posts.
